Hurricane Harvey began with raging winds, but its legacy will be relentlessly insidious water.
Harvey hurled it down on America's fourth-largest city 11 days ago, drowning vast swaths of the Houston landscape with almost a year's worth of rainfall in just days.
The water, muck and resulting mold will create misery that will linger for years and cost tens of billions of dollars.
Many offices and restaurants across Houston are expecting to open this morning, as Mayor Sylvester Turner declares the city ``open for business.''
