St. Catharines to mark Emancipation Day

A special flag raising will take place at St. Catharines City Hall an noon today.

The city is celebrating Emancipation Day by flying the pan-African flag at the request of the Niagara Region Anti-Racism Association.

Officials say slavery is part of Canada's history, but the legacy can still be felt today.

The day marks the declaration of freedom for slaves of African descent.
