UPDATE | Accused in St. Catharines noxious substance incident admits to spraying dog irritant
More information is coming out after reports a 'noxious substance' was sprayed at the Ministry of Transportation building in downtown St. Catharines.
Surveillance footage from Tuesday March 27, 2018 shows a man spraying an unknown substance in the elevator area of the building's second floor around 12:50 p.m.
On Friday police arrested 29 year old David Stout from St. Catharines, charging him with administering a noxious substance and mischief over $5,000.
Police now tell us Stout has admitted to spraying 'dog irritant'; the Centre of Forensic Sciences is testing samples from the scene to confirm his story.
Detectives say they are also investigating a similar, earlier incident in the City of St. Catharines that may involve the same suspect.
Stout is being held in custody for a bail hearing on Wednesday April 4, 2018.
