Complaint Dismissed Against Windsor City Councillor Rino Bortolin

A complaint of discreditable conduct against Ward 3 Councillor Rino Bortolin has been dismissed by Windsor's integrity commissioner.

On May 4, 2018, Windsor resident Edy Haddad filed a complaint stemming from an alleged altercation between the councillor and Haddad after the annual general meeting of the Liberal Windsor-West Riding Association which took place on March 8, 2018.

Integrity Commissioner Bruce Elman has declined to investigate the complaint saying it would extend beyond the jurisdiction and boundaries of the integrity commissioner.

Elman says since the altercation occurred between two members of a political party after a political meeting, he does not believe the city's reputation or integrity is at stake.

Bortolin argued he attended the AGM as a private citizen, not in his capacity as a city councillor and it was a 'personal conflict.'

Haddad argued there is no set period of time when a councillor is a councillor and that councillors are 'always on duty.'
