Dilkens says council's approval is needed for it to become a contract.

"We have to take it to city council and of course the union will have to take it to their association and have it ratified and we hope to have a deal at the end of the day that both parties can live with"

He says this is a deal that was reached in negotiations.

"It's been going on for some time and certainly it's like every negotiation, it ebbs and flows and you give and take and I think we're in a position where administration feels comfortable making a recommendation to city council and I'm sure the association, the fire association, is equally comfortable bringing it to their members as well"

Dilkens says there are about 240 members in the firefighters complement.
