The Joint Rescue Coordination Centre got a call about 8:15 a.m.about an 18 foot boat with one on board flipped over in the water.

"A Victoria Harbour patrol boat arrived on the scene 5 minutes after the initial notification came into JRCC, along with Canadian Coast Guard 501. And both of those 2 craft stood by until a commercial assistance vessel could arrive on the scene and take salvage of the vessel."
