WATCH: Transport ministry to blame for Highway 13 fiasco: report
A new report into the snowstorm fiasco on Highway 13 that left dozens of cars stranded for several hours back in March is putting much of the blame on Quebec's transport ministry.
Public policy consultant Florent Gagné released the report today — it also criticizes Quebec for not being able to use all means at its disposal to help people who were trapped in their cars overnight.
The report slams the two agencies for a “total failure” in communication and “serious organizational deficiencies.”
The report is offering 28 recommendations, most of which aim at strengthening the capacity of both organizations to mobilize when an emergency takes place.
