Advocates are expressing concern for a group of sailors who are spending a harsh winter aboard three tugboats detained halfway between Montreal and Quebec City. Vince Giannopoulos, vice president for the St. Lawrence and East Coast for the Seafarers International Union of Canada, tells Vassy Kapelos the owner has failed to meet certain regulations.
