Canada's Global Public Health Intelligence Network (GPHIN) was partly built by Ronald St. John, former head of the federal Centre for Emergency Preparedness. The system was used for years to detect possible outbreaks of infectious diseases around the world. We speak with St. John about why GPHIN failed to detect COVID-19 in the early days.
