Conservative Leader Andrew Scheer is reviving an idea he first promoted early last year
He's promising to provide a non-refundable tax credit for new parents receiving federal benefits.
Last May, the parliamentary budget officer calculated that Scheer's plan would cost the federal treasury about $600 million in its first year and $261 million-per-year after that.
