Lights of Joy, Annoyance Up for Debate at Windsor Council

Two lighter items of note will go before Windsor City Council Monday.

Administration is recommending a $177,500 tender be granted to Tucker Electrical Ltd. to set up and tear down Bright Lights 2019.

The annual event is held in Jackson Park near Tecumseh Rd. and Ouellette Ave. and work on holiday party will begin in the coming months so it can be ready to open Dec. 6.

A decision on a by-law to reduce nuisance lighting on commercial buildings will also return for discussion.

The item was brought forward after complaints were received about an increase of LED strip lighting being used in commercial storefront windows throughout the city.

According to the report, many of those lights are perceived to be too bright during nighttime hours and can be programmed to strobe or chase, which can be distracting.
