The Johnson Street Bridge has been stuck in a 'down' position since mid-Thursday afternoon, stopping marine traffic from passing underneath.
A mechanical issue has frozen hydraulics causing some gridlock in the harbour.
City of Victoria spokesperson Bill Eisenhauer, says staff are working with PCL and designers to get it back online.
