There is a stark warning from the Canadian Medical Association.

Its president says this country's health care system is not prepared for a second wave of COVID-19.

Dr. Sandy Buchman told a Senate committee on Wednesday that with a shortage of personal protective equipment and not enough testing, reopening is a gamble.

He says our health care system is breaking down, that health care workers are exhausted and worried that they won't have the equipment they need to keep them safe.

Dr. Buchman says more testing and contract tracing is the only way to curb a spike in cases.

There have been concerns about low testing numbers in Ontario and across the country.

Premier Doug Ford said on Wednesday that he is shocked by a recent drop in tests.

Data shows that less than 10,000 tests were done in Ontario in each of the past three days.

The province has been working toward 20,000 tests per day.
